ATCO Frontec participates in Canadian Arctic defence support and radar research through separate partnerships and contracts, while parent company ATCO Ltd. has made a separate investment in a proposed Nunavut port-and-road project. Public records do not support describing ATCO Frontec as the direct holder of a 40% Grays Bay stake or as formally designated under Canada’s Defence Industrial Strategy.

The federal government awarded Nasittuq Corporation, an Inuit-majority-owned company, a seven-year contract in January 2022 to operate and maintain the North Warning System. The initial contract was valued at C$592 million, including tax, and carries four two-year options that could bring its total estimated value to C$1.3 billion. ATCO Frontec is a partner in Nasittuq; the award itself was made to Nasittuq, not to ATCO Frontec directly.[1](https://www.canada.ca/en/department-national-defence/corporate/reports-publications/proactive-disclosure/nddn-main-estimates-2024-2025/key-issues-notes/indigenous.html "National Defence: Indigenous Relations and North Warning System in-service-support contract")

Nasittuq also provides operations and maintenance at Canadian Forces Station Alert in Nunavut, according to ATCO Frontec’s project profile. The company says the partnership is responsible for 90 buildings and services including airfield maintenance, transport, fuel, utilities, accommodations and fire protection. National Defence lists CFS Alert maintenance and operations with Nasittuq as an Indigenous-participation procurement.[1](https://www.canada.ca/en/department-national-defence/corporate/reports-publications/proactive-disclosure/nddn-main-estimates-2024-2025/key-issues-notes/indigenous.html "National Defence: Indigenous Relations and North Warning System in-service-support contract") [2](https://frontec.atco.com/en-ca/projects/frontec-ellesmere-island-operations-maintenance.html "ATCO Frontec: Ellesmere Island Operations and Maintenance project profile")

Separately, the CanadaBuys record shows that a joint venture of ATCO Frontec Ltd. and Inuvialuit Development Corporation received a C$48.4 million Department of National Defence contract on March 28, 2025. The competitively awarded contract, which expires March 28, 2027, concerns Polar Over-the-Horizon Radar equipment. ATCO says the two-year work is to design, build, install and operate a Polar Over-the-Horizon Radar system in the Northwest Territories, with Inuvialuit Development Corporation holding 51% of the joint venture and ATCO holding 49%.[3](https://canadabuys.canada.ca/en/tender-opportunities/contract-history/w7714-228152/002/qf-001 "CanadaBuys: ATCO Frontec–Inuvialuit Development Corporation joint-venture contract history") [4](https://www.atco.com/en-ca/about-us/news/2025/123034-atco-frontec-and-inuvialuit-development-corporation-partnership-.html "ATCO: Frontec and Inuvialuit Development Corporation secure Polar Over-the-Horizon Radar contract")

ATCO identifies Canadian-owned D-TA Systems as a member of the joint venture’s team and says other Canadian-owned suppliers and contractors are involved. The federal contract record names the ATCO Frontec–Inuvialuit Development Corporation joint venture as the awardee; it does not list D-TA as a separate government award recipient. National Defence describes the awarded Polar Over-the-Horizon Radar effort as a research-and-development data-collection system, distinct from the larger Arctic radar modernization work Canada is pursuing with Australia.[3](https://canadabuys.canada.ca/en/tender-opportunities/contract-history/w7714-228152/002/qf-001 "CanadaBuys: ATCO Frontec–Inuvialuit Development Corporation joint-venture contract history") [4](https://www.atco.com/en-ca/about-us/news/2025/123034-atco-frontec-and-inuvialuit-development-corporation-partnership-.html "ATCO: Frontec and Inuvialuit Development Corporation secure Polar Over-the-Horizon Radar contract") [5](https://www.canada.ca/en/department-national-defence/corporate/reports-publications/proactive-disclosure/2026/house-standing-committe-public-account-nddn.html "National Defence: House Standing Committee on Public Accounts appearance briefing")

The Grays Bay Road and Port Project is a different matter. ATCO Ltd. announced in March that it would provide about C$10 million in staged investment for 40% ownership of West Kitikmeot Resources Corp., the proponent of the proposed project. The federal Major Projects Office identifies West Kitikmeot Resources as the proponent and says the planned roughly 230-kilometre all-season road, deepwater port and airfield remain subject to consultations, Indigenous-led studies and impact assessment. Canada says the project has potential civilian-military uses, subject to further National Defence assessment.[6](https://www.atco.com/en-ca/about-us/news/2026/123062-atco-invests-in-west-kitikmeot-resources-to-advance-grays-bay-ro.html "ATCO: Investment in West Kitikmeot Resources for Grays Bay Road and Port") [7](https://www.canada.ca/en/privy-council/major-projects-office/projects/national/grays-bay.html "Government of Canada Major Projects Office: Grays Bay Road and Port")

Canadian Defence Review’s LinkedIn post attributed the 40% position to ATCO Frontec. The underlying corporate and government records attribute it instead to ATCO Ltd.’s investment in West Kitikmeot Resources; they do not show that Frontec holds the stake or has received a Grays Bay construction or operating contract.[6](https://www.atco.com/en-ca/about-us/news/2026/123062-atco-invests-in-west-kitikmeot-resources-to-advance-grays-bay-ro.html "ATCO: Investment in West Kitikmeot Resources for Grays Bay Road and Port") [7](https://www.canada.ca/en/privy-council/major-projects-office/projects/national/grays-bay.html "Government of Canada Major Projects Office: Grays Bay Road and Port") [8](https://lnkd.in/p/eZzKQEwp "Canadian Defence Review LinkedIn post on ATCO Frontec Arctic work")

Canada’s 2026 Defence Industrial Strategy prioritizes domestic capacity, supply-chain resilience and partnerships with northern and Indigenous communities. The ATCO Frontec-related work has features consistent with those priorities, including an Inuit-majority or Indigenous partner and Canadian suppliers. However, the strategy does not formally designate ATCO Frontec, Nasittuq, D-TA or the Grays Bay project as an approved strategic partner or “sovereign supply chain.”[9](https://www.canada.ca/en/department-national-defence/corporate/reports-publications/industrial-strategy/security-sovereignty-prosperity.html "Canada’s Defence Industrial Strategy")
