Denmark’s Defence Intelligence Service now assesses that Russia will intensify hybrid attacks against NATO and the West in the coming months, while France continues planning protections for critical infrastructure and sensitive defense-industry sites. Both governments describe increased risk and preparedness measures; neither announcement establishes Russian responsibility for every drone, cyber or sabotage incident in Europe.[1](https://www.fe-ddis.dk/globalassets/fe/dokumenter/2026/trusselsvurderinger/-assessment-of-the-threat-from-russia-.pdf "Danish Defence Intelligence Service: Assessment of the threat from Russia") [4](https://uk.diplomatie.gouv.fr/en/president-outlines-how-france-continuing-work-improve-its-protection-against-foreign-interference "French government: President outlines work to improve protection against foreign interference")

**COPENHAGEN —** Denmark’s Defence Intelligence Service, or DDIS, said Russia has intensified sabotage and destructive cyber activity and is attacking European targets with drones. In an unclassified assessment released Wednesday, the service said it expects more frequent hybrid attacks against the West and NATO, potentially including cyberattacks that disrupt critical societal functions and sabotage with a high risk of casualties.[1](https://www.fe-ddis.dk/globalassets/fe/dokumenter/2026/trusselsvurderinger/-assessment-of-the-threat-from-russia-.pdf "Danish Defence Intelligence Service: Assessment of the threat from Russia") [2](https://www.fe-ddis.dk/da/nyheder/2026/vurdering-af-truslen-fra-rusland "Danish Defence Intelligence Service release: Assessment of the threat from Russia")

DDIS also assessed a **low but growing risk** that Russia could launch a limited military attack against one or more NATO countries bordering Russia even while the war in Ukraine continues. It described possible scenarios as isolated long-range strikes against infrastructure supporting Ukraine, a false-flag operation using Ukrainian-made drones, or a limited deployment of forces. The document presents those as risk scenarios, not evidence that an attack has been ordered or is imminent.[1](https://www.fe-ddis.dk/globalassets/fe/dokumenter/2026/trusselsvurderinger/-assessment-of-the-threat-from-russia-.pdf "Danish Defence Intelligence Service: Assessment of the threat from Russia")

The service said it still sees no indication that Russia is preparing an outright invasion of a NATO country. It assessed that a force buildup for such an invasion would probably require at least six months and be difficult to conceal. An invasion remains highly unlikely, DDIS said, but can no longer be ruled out.[1](https://www.fe-ddis.dk/globalassets/fe/dokumenter/2026/trusselsvurderinger/-assessment-of-the-threat-from-russia-.pdf "Danish Defence Intelligence Service: Assessment of the threat from Russia")

Reuters reported that the Russian embassy in Denmark rejected the assessment as unsupported by credible evidence and accused the West of increasing tensions over Ukraine. Reuters also reported a Danish military account that a Russian frigate fired flares toward a Danish military helicopter on Sept. 14; DDIS cited that episode as its most serious recent incident involving Danish military units.[1](https://www.fe-ddis.dk/globalassets/fe/dokumenter/2026/trusselsvurderinger/-assessment-of-the-threat-from-russia-.pdf "Danish Defence Intelligence Service: Assessment of the threat from Russia") [3](https://www.reuters.com/world/europe/denmark-expects-russia-escalate-hybrid-warfare-coming-months-intelligence-2026-09-24/ "Reuters: Denmark expects Russia to escalate hybrid warfare in coming months")

France has separately directed work on a plan to protect critical infrastructure and sensitive defense-industrial sites from drone and cyber threats. President Emmanuel Macron said Sept. 18 that Russian hybrid threats toward France and Europe had intensified. The French government has announced planning, site mapping and heightened preparedness, not a completed national protection system.[4](https://uk.diplomatie.gouv.fr/en/president-outlines-how-france-continuing-work-improve-its-protection-against-foreign-interference "French government: President outlines work to improve protection against foreign interference") [5](https://www.rfi.fr/en/france/20260921-russia-s-hybrid-warfare-real-warns-france-s-interior-minister "RFI: Russia’s hybrid warfare threat is real, warns France’s interior minister")

The wider institutional context is NATO’s warning that hostile actions against Allies and partners, including airspace violations, cyberattacks and sabotage, are increasing in frequency. NATO says it has reinforced its eastern-flank deterrence and defense posture, including air and missile defense, air policing, cyber resilience and protection of critical undersea infrastructure. That posture is an alliance response; it does not independently validate every national intelligence attribution or projected scenario.[6](https://www.nato.int/en/what-we-do/deterrence-and-defence/strengthening-natos-eastern-flank "NATO: Strengthening NATO’s eastern flank")
