**Announced:** May 30–June 1, 2026 | Shangri-La Dialogue, Singapore

## What Happened

The United States, United Kingdom, and Australia have launched the **first AUKUS Pillar II Signature Project** — a trilateral program to develop advanced payloads and enabling systems for **Uncrewed Undersea Vehicles (UUVs)**. The announcement was made jointly at the **Shangri-La Dialogue** in Singapore by:

- **U.S. Secretary of Defense Pete Hegseth**
- **U.K. Secretary of State for Defense John Healey MP**
- **Australian Deputy Prime Minister and Minister for Defense Richard Marles**

Deliveries are expected to begin in **2027**.

## What Is Being Built

The signature project focuses on the **payloads and enabling systems** carried by UUVs — not the vehicles themselves. Each AUKUS partner nation will develop national payloads that are **interchangeable across all three nations’ UUV fleets** , followed by jointly developed trilateral payloads and next-generation enabling technologies.

| Capability Area | Description |
| --- | --- |
| **Surveillance & Reconnaissance** | Sensors for large-area ocean monitoring |
| **Strike** | Offensive payload capabilities |
| **Seabed Infrastructure Protection** | Undersea cable and critical infrastructure defense |
| **Anti-Submarine Warfare (ASW)** | Bolstering superiority in undersea competition |
| **Anti-Surface Warfare** | Surface threat engagement from undersea |
| **Mine Countermeasures** | Clearing and detecting undersea mines |
| **Electronic Warfare** | EW payloads for the undersea domain |
| **Contested Littoral Maneuver** | Capability in shallow, contested coastal waters |
| **Common Control Systems** | Enabling teaming with crewed and uncrewed platforms |
| **Shared Standards** | Trilateral operational concepts and interoperability |

## AUKUS Structure: Pillar I vs. Pillar II

| Pillar | Focus |
| --- | --- |
| **Pillar I** | Nuclear-powered attack submarines (SSN-AUKUS) — Australia acquiring SSNs |
| **Pillar II** | Advanced capabilities: AI, UUV/UAS, cyber, quantum, hypersonics, counter-hypersonics, EW, information-sharing |

The UUV signature project is the **first formally designated Pillar II Signature Project** — a milestone that signals AUKUS is moving from concept to hardware delivery on the advanced capabilities track.

## Strategic Context

**Why UUVs now?** The undersea domain is increasingly contested. China has been rapidly expanding its submarine fleet and undersea sensor networks across the Indo-Pacific. The AUKUS UUV project is explicitly framed as a deterrence tool and a counter to Chinese undersea expansion.

**The Navy’s hedge strategy:** U.S. Chief of Naval Operations Adm. Daryl Caudle unveiled his [“hedge strategy”](https://defensescoop.com/2026/01/27/navy-hedge-strategy-adm-caudle-unmanned-systems/) in January 2026, which centers on fielding a network of robotic and autonomous systems to enhance fleet capacity and reduce risk to sailors. The AUKUS UUV project is a direct expression of that strategy at the trilateral level.

**Ghost Shark context:** Australia has separately invested **$1.1 billion** in the Ghost Shark program — autonomous underwater attack drones. The AUKUS UUV payload project is designed to be interoperable with Ghost Shark and equivalent U.S. and U.K. platforms.

**License-free environment:** The joint statement also called for “expanding the breadth of the AUKUS license-free environment” by narrowing the list of excluded technologies — a significant industrial base signal for U.S. defense companies seeking to export to UK and Australian partners without ITAR friction.

## Delivery Timeline

| Phase | Description |
| --- | --- |
| **Phase 1 (near-term)** | Each nation develops national payloads focused on a different effect type; payloads designed to be interchangeable |
| **Phase 2 (2027+)** | Joint development and production of trilateral payloads and next-generation enabling technologies |
| **Ongoing** | Trilateral exercises and experimentation to develop and prove capabilities |

## Defense Industry Implications

This announcement creates near-term and medium-term opportunities for companies in:

- **UUV payload development:** Sensors, navigation systems, EW payloads, strike systems
- **Common control systems:** Multi-domain command and control for crewed/uncrewed teaming
- **Undersea communications:** Acoustic modems, UUV data links, subsea relay networks
- **Seabed infrastructure monitoring:** Persistent surveillance systems for undersea cables
- **Mine countermeasures technology:** Detection and neutralization systems
- **AUKUS industrial base:** Companies with U.S.-UK-Australia trilateral presence or ITAR-free product lines are especially well-positioned given the push to expand the license-free environment

Key companies to watch: **Anduril** (Ghost Shark partner), **Boeing** (Orca XLUUV), **Northrop Grumman** (Manta Ray DARPA program), **L3Harris** , **Saab** (AUV62), **BAE Systems** , **Thales** , **Leidos** (undersea ISR), and emerging defense startups in the autonomous undersea space.
