Skip the obvious as they’re labeled as such

Executive Summary (skip)

The Advancing Naval Capabilities through Holistic Opportunities and Resources (ANCHOR) Initiative is a major new U.S. Special Operations Command (USSOCOM) acquisition effort designed to rapidly develop, prototype, and field next-generation maritime and multi-domain technologies. ANCHOR operates under an Other Transaction Authority (OTA) framework, enabling USSOCOM to bypass traditional, slower procurement processes and move directly from prototype to production. The initiative seeks to build a collaborative ecosystem of industry and non-profit partners to address critical capability gaps in maritime special operations, with a strong emphasis on unmanned systems, counter-unmanned systems (C-UAS), and artificial intelligence (AI).

1. Program Status (skip)

Status: Active (Sources Sought Phase)
Announcement Date: April 24, 2026
Response Deadline: June 1, 2026 (4:30 PM EDT)
Solicitation Number: H9240626S0001 (SAM.gov)

ANCHOR was officially launched via a sources sought notice on April 24, 2026. The program is currently in the market research and partner identification phase. Entities selected to participate will enter into a Participant Basic Agreement (PBA) under the ANCHOR Initiative. The use of 10 U.S.C. 4022 and 4023 OTA authorities means that successful prototypes developed under ANCHOR can transition directly to non-competitive follow-on production contracts.

2. Mission and Capability Gaps (skip)

The primary mission of ANCHOR is to accelerate the integration of innovative technologies into deployable warfighting capabilities for Special Operations Forces (SOF), with a specific focus on the maritime domain and cross-domain coordination. USSOCOM aims to extend operational reach, sharpen decision-making, and create asymmetric advantages in contested environments.

The initiative is structured around six specific Focus Areas:

Focus Area Description & Relevance
1. Unmanned Systems Autonomous aerial, surface, and underwater platforms to extend reach and enable persistence in denied environments.
2. Counter-Unmanned Systems (C-UAS) Highly relevant to Hidden Level. Technologies to detect, track, and neutralize hostile unmanned systems (including swarms) within the constraints of maritime special operations. Solutions must function in contested electromagnetic environments and be optimized for Size, Weight, and Power (SWaP).
3. C5ISR Relevant to Hidden Level. Next-generation command and control integrating multi-source intelligence, resilient communications, and AI-enabled analytics for real-time situational awareness.
4. Scalable Effects Tunable kinetic and non-kinetic capabilities (e.g., electronic warfare, directed energy, cyber) to disrupt or disable adversary systems.
5. Human Performance Optimization of physical and cognitive performance to enhance operator readiness and resilience.
6. Human-Machine Teaming Intuitive control of autonomous systems (e.g., voice/gesture control) and immersive AR/VR training environments.

USSOCOM Commander Adm. Frank Bradley recently testified before the House Armed Services Committee that leveraging the ubiquitous information environment and contending with “abundant lethal autonomy” are top modernization priorities for the command.

3. Funding Prospects

While specific budget lines for ANCHOR have not been isolated in public unclassified documents, the initiative is supported by USSOCOM’s broader Research, Development, Test, and Evaluation (RDT&E) and Procurement budgets.

  • Overall SOCOM Budget Context: USSOCOM’s budget has faced pressure, with the command advocating for an increase to $24 billion by 2031 (as noted in the 2026 SOF Imperatives report). The FY2027 budget request includes over $10.8 billion in discretionary Operation and Maintenance funding.

  • OTA Funding Precedents: USSOCOM has demonstrated a willingness to commit significant funds through OTA vehicles for maritime capabilities. For example, in late 2025, USSOCOM awarded a $49 million OTA to Kraken Technology Group for the development of uncrewed surface and subsurface vessels.

  • Consortium Funding: Related SOCOM OTA consortium efforts, such as the upcoming SOF-RACER consortium, have advertised ceilings of up to $500 million over a five-year period of performance.

offset analysis: too early this morning, but may have some analysis this afternoon (28 May 2026)

4. Program Owners and Key Stakeholders

  • Program Owner: USSOCOM Special Operations Forces Acquisition, Technology, and Logistics (SOF AT&L).

  • Specific Directorate: SOF AT&L-KX (Contracting Office located at 7701 Tampa Point Boulevard, Tampa, FL).

  • Acquisition Executive: Ms. Melissa Johnson (USSOCOM Acquisition Executive, SOF AT&L).

  • PEO Maritime: Program Executive Office - Maritime (PEO-M) is responsible for surface and undersea maritime mobility platforms and is a key stakeholder for the capabilities developed under ANCHOR.

  • Command Leadership: Adm. Frank M. Bradley (Commander, USSOCOM) and Derek Anderson (Civilian Secretariat equivalent).

  • Point of Contact: The ANCHOR Initiative Team (anchor@socom.mil).

True Owner Suspects (read)

  • Single possible leader: DAWG and a group chat of Flag officers

  • PEO-Maritime as PM functionary

  • SSO (aka SO/LIC) as oversight to brief DC and co-manage (or intrude/impose will) on DIU relationship + SCO (if applicable)

  • SMUs, certain S&T personalities, if they gain entrance on their own accord, Boat contingent of DG, theatre Boat Team, USASOC UXS team, CDAO (via Davey Gibian), and JSOC’s CTO function as players, observers, coaches

  • This program reads as an adjacent, complementary, or cynical hedge to UXS AI - run by PM Damian Guinn

  • ANCHOR might be a re-consolidation of certain elements that the government likes from the REPLICATOR project. And CENTCOM and the theatre Maritime experimental commands are potential joints/pivot points in the stakeholder fabric.

    • The USV systems like SailDrone got a lot of play through CENTCOM’s semi-permissive environment in international waters, and it was one of the handful of data points to drive policy and programs for the Pentagon. Those command channels still exist.

5. Related Programs and Predecessors

  • SOF-RACER: USSOCOM is currently establishing the SOF-RACER (Rapid Acquisition of Commercial and Emerging Requirements) consortium. Call CSO-001 for the consortium manager closed in March 2026. This indicates a broader USSOCOM strategy to utilize consortium-based OTAs for rapid prototyping across various Areas of Interest.

  • Kraken OTA: The November 2025 $49 million OTA awarded to Kraken Technology Group for K4 MANTA uncrewed vessels serves as a direct precedent for the type of rapid maritime prototyping USSOCOM seeks to expand through ANCHOR.

    • PM <> Tampa collegiate connections noted above
      • Implication: get someone who’s socialite-style in Tampa or infrequent deployments of charismatic personnel to Tampa for ingratiation, a documented pathway to awards.
  • SOFWERX: USSOCOM’s innovation hub, SOFWERX, frequently partners on rapid prototyping initiatives and will likely play a role in evaluating or transitioning technologies identified through ANCHOR. SOFWERX, at times, executes OTs via its authorities and on behalf of SOCOM. They can make your life easier or harder, and this ultimately comes down to the local charismatic requirement for effectiveness in Tampa SOCOM.

Initial Recommendations (read)

Companies should reach out to PEO SOF Warrior, and other PMs, and inquire if they’re aware or involved to identify stakeholders. offset can reach out to PEO Maritime and others to gather basic intel on the program in parallel. My (Noah) initial instincts are that this is a UXS AI adjacent start through non-CAPE channels: gives me the hunch it is DAWG sponsored and therefore can pull DIU/OSD RDT/E funds … and therefore (x2) is supposed to have mission/theatre immediate impact, thus (x3) reliant on Group 2 and Virginia Beach maritime mission owners, + SMU boat stuff.

Initial Investigation

Atmospherics

offset pinged NSW Component N8 to learn more, but they [N8] implied it was not their program. This informs my guess this is DAWG/Pentagon adjacent or wound.

If the beach were to contract direct they sometimes use WOSBs and others via Dahlgren to do so: this as an SOF AT/L project implies it’s broader than a single SMU (back to DAWG/DIU theory)

At the SOF Warrior industry day, another DIU-funded SOF ATL OT-managed project was announced without details. But the implications are that this is an arrangement they prefer - where either DIU or SOCOM mixture of funding and acquisition resources leads multi-stakeholder projects to deliver new capability (equipment that’s networked). This tactic makes sense if a goal, among many, is to obfuscate ownership to abate protests and industry drama that stymie progress.
